NIDCR lists manual therapy, delivered by a physical therapist, among the approaches for TMD. Some licensed massage therapists also offer jaw-focused sessions, and some of those include work inside the mouth (intraoral). In North Carolina you can see a physical therapist without a referral.

Physical Therapists
NIDCR says manual therapy for TMD is delivered by a physical therapist. The American Physical Therapy Association lists North Carolina as unrestricted direct access, so state law does not require a referral (June 2023). Your insurance may have its own rules.

Licensed Massage and Bodywork Therapists
Some licensed massage therapists offer TMJ or jaw-focused sessions, and some include intraoral work: for example, one massage practice's booking page describes a gloved finger working the muscles inside the mouth (example booking page). Sessions differ, so ask what the session includes before you book.
Massage therapists are licensed by the NC Board of Massage and Bodywork Therapy.
